Government contracts for small business: Q3 2026 insights

407 notices carry a nominal value of $1 or less (mostly DDI supply arrangements), so size analysis uses the 933 notices above $1. Of these, 289 (31.0%) were under $100,000 and 750 (80.4%) under $1 million, yet the 31 awards of $10 million or more carried 95.6% of value.

What this means for a small or mid-sized business: the volume of winnable work is in the $25,000–$1 million range, where 686 awards were made this quarter. Supply arrangements like DDI are a low-cost way to get on a buyer's list; check active standing offers and supply arrangements, watch open tenders, and read our guide on how to win Government of Canada contracts as a small business.

Québec public contracts in Q3 2026 (SEAO)

SEAO lists 10,933 contract awards dated in Q3 2026 worth $7.62 billion: 7,236 by provincial bodies ($4.99 billion) and 3,697 by municipalities and municipal agencies ($2.63 billion). That is fewer than the 17,206 awards dated in Q2 2026; part of the gap is likely late reporting, as Québec bodies can publish award details after the award date, so Q3 counts may still rise. The median Québec award was $75,000, and 58.8% of valued awards were under $100,000.

The largest Québec awards were Agrandissement et réaménagement – Blocs endoscopique et opératoire et services logistiques – Hôtel-Dieu de Lévis to EBC Inc. ($312.1 million, Société québécoise des infrastructures); CI13 - Construction de la future station Pie-IX to Pomerleau Inc. ($241.6 million, Société de transport de Montréal); Agrandissement et réaménagement de l’Hôpital de Sept-Îles to Pomerleau Inc. ($149.6 million, Société québécoise des infrastructures); LOT 8B – Travaux de construction pour l’unité de production oxygène (UPO) du projet de désinfection de la station Jean-R.- Marcotte to Construction Deric inc. ($128.0 million, Ville de Montréal - Service de l'Eau). Top Québec suppliers by value were Pomerleau Inc. ($436.0 million), EBC Inc. ($315.3 million), HAMEL CONSTRUCTION INC. ($155.7 million), Construction Deric inc. ($130.0 million). More on the Québec public contracts page and in who wins Québec public contracts.

Data coverage and gaps

  • Federal: CanadaBuys award notices only. Proactive disclosure of contracts over $10,000 is published quarterly with a lag; as of 2026-10-15 only 29 Q3 2026 contracts were in that dataset, so it is not used here. 345 notices had no value or a negative (amendment) value and count toward totals by number only.
  • Provinces: Québec (SEAO) is the only province with full provincial and municipal award data in our database. We do not yet cover award data from Ontario, British Columbia, Alberta or other provinces' own systems.
  • Municipal: Toronto published 83 awards dated in Q3, only 5 with a value, so it is excluded from value totals. Vancouver had no awards dated in Q3 in our data.
  • Values are as reported at award and may include options and multi-year terms; supplier name variants are not merged.
